Retired Chief · 25+ Years Law Enforcement Leadership
Mark Shelly spent more than 25 years leading people, building systems, and making decisions under pressure. He started on patrol and advanced through every level of the organization — investigations, narcotics, major crimes, SWAT, technology and innovation, communications, incident command, and executive command — before retiring at the rank of Chief.
He served as Incident Commander during Hurricane Ian, coordinating multi-agency response and recovery efforts across a devastated region. He also led multi-million-dollar technology modernization initiatives — deploying body-worn cameras, drone programs, and Real Time Intelligence Centers — transforming how operations were executed in the field.
Those years also reinforced a broader lesson: performance depends on the person operating the system. Leadership, health, physical capability, recovery, confidence, and decision-making all affect how someone performs professionally and personally. LEVELD Performance brings those principles together.
LEVELD was created from a clear gap Mark experienced firsthand: organizations need guidance from people who have actually operated in these environments. LEVELD exists to close that gap through better systems, stronger leadership, and greater human capability.

Operational Record
Led law enforcement response and recovery operations during one of the most destructive hurricanes in Florida history, coordinating multi-agency resources across a devastated operational environment in real time.
Directed multi-million-dollar public safety technology modernization initiatives from vendor selection through full deployment, transforming agency-wide operational capability and field performance.
Built and deployed a department-wide body-worn camera program from the ground up, including policy development, procurement strategy, training, and compliance—establishing a regional standard for accountability and transparency.
Designed and implemented several real-time operational intelligence environments integrating surveillance, analytics, tech, and communications into a unified command picture for decision-making under pressure. Operationalized strategies around them that provide proven outcomes.
Established one of the largest operational UAS programs, including policy framework, FAA coordination, pilot certification standards, and field deployment protocols for public safety operations. DFR Program implementation expertise.
